licensing issues means that if they run out of codes, they legally can't generate more, its not an issue of physically running out, its an issue of not being allowed to make more codes.

Yeah but they were also pretty weak if they didn't land that shot. From the front, anything the humans did would shred you to bits. It was a stealth game, more than the action game that was AVP2.
